Under the Antiquities Act of 1906, the president can protect areas of historic or scientific interest without congressional approval. President Bush is planning to use this power to designate marine monuments - that is, national parks for oceans. Such a designation would protect these areas, which include rich coral reefs and magnificent sea life, from fishing, oil exploitation and other commercial development.
