New York ranks last in complying with the fraudulent "Leave Every Voters Behind" law. The legislation was rammed through the Republican congress after Bush did not receive a majority of votes or a majority of electoral votes in the 2000 election.

The law gives states money to buy newer voting equipment that is manufactured by Republican-owned companies. These machines are programmed with software that is not
open to the public and cannot be independently verified.

New York has $220 million to replace 20,000 older voting machines. Oddly, where voter fraud has been alleged only in states with the new equipment, no voter fraud or irregularities have been cited in New York.

According to the New York Times, the money is unspent and collecting interest. Investing money is a concept that is foreign to Bush Republicans.

Bush Republicans are angry that the money has not been given to their cronies so that it may funnel back into the hands of the Republican fraud machine. Although New York has a majority of Democrats and Democratic officials, the governor of the state is a Republican and so blame for this heinous offense does not fall entirely on Democrats.
