Top officials at HUD were ordered to award contracts based on politics, not price. Alphonso Jackson, the corrupt head of the Dallas Housing authority who became Bush's Secretary of Housing, is under investigation, according to the Dallas Morning News.

In a speech in Dallas, Jackson bragged that he stopped a deal with one contractor because that contractor had made negative comments about Bush. He said contracts should go to Bush supporters and be withheld from Democratic donors. The department's internal investigators reported that no favoritism is being shown.

The News reports, "It is a violation of federal procurement law to reward or punish a contractor based on political views."

Although the report says Jackson did not do what he claimed, the 340 page report does show a department riddled with cronyism and bad judgment.

The News quotes Assistant Deputy Secretary Aronetta "Jo" Baylor. "Mr. Jackson said to me that it really bothered him that people [expletive] dog-out the president but still want contracts and money from the administration, that it drives him nuts."

Jackson does not realize that the money does not belong to the administration. The money comes from the government, which is made up of Democrats, Republicans and independents and contracts are awarded to the best bidder, not the best Bush supporter.

No congressional or independent investigation has been scheduled. The matter will be allowed to die and Jackson will be allowed to continue his bad management of HUD.
